Killing of Frank Manning in North Carolina in 1940
Incident
Frank Manning, about 30, was killed in 1940 by police officer Pete Kellihan in Columbus County, North Carolina. Pete Kellihan, who had a long record of brutality against Black citizens, fatally shot the victim. Grand jury declined to indict.
