Case summary

George Miller (1912 - 1948), a WWII veteran and public worker, was killed by police officer Homer Richardson and chief of police Harvey Fuel in Chicot County, Arkansas. Richardson and Fuel arrested Miller at a café after a verbal exchange over the closing time. Witnesses reported that the officers handcuffed Miller, brought him outside and started beating him. He was shot in the back while handcuffed. Grand jury declined to indict.
