Case summary

James C. Nobles (1918-1941), a janitor, was killed by police officer Clyde Penn in Rome, Floyd County, Georgia. Nobles was attending a local high school dance with Louis Mason and others when police came to “observe.” Penn questioned Nobles and his friends about why they were there, and began beating them with a blackjack. When they struck back at Penn, Penn fired his gun. Penn shot Mason in the leg and then fatally shot Nobles.
